对目前车辆监控系统中定位信息传输方式进行了研究，分析了采用OSM传输车辆定位信息的优点，选择了适合车辆监控要求的GSM业务方式，提出了一种基于GSM技术的车辆监控系统组网方案，讨论了系统实际应用中遇到的问题和相应的解决方法。
