文汇报六月廿日发表了題为“支援安徽建设的上海籍工人邹德骏七年搞成技术革新几十项,中央领导同志肯定他的革新精神”的专讯(见影印件)。文中提到邹德骏“有五篇反映革新成果的文章发表在全国性的杂志上”。四年来,邹德骏先后在我刊发表了四篇文章,介绍他研制的先进工夹具,即:1980年第1期的“螺旋式快换夹具”;1981年第7期的“推块式螺旋攻丝夹具;1982年第4期的“装配式内外圆滚压工具”以及1983年第7期与杨连发共同署名的“小型轻便钻攻夹具”等。邹德骏是一位自学成才、很有实践经验的革新能手。他研制的工夹具都很有实用性,并且多数在全国性杂志上公开发表过。但这些革新成果长期以来没有受到有关部门的重视,没有得到推广应用。后来在中国科技大学温元凯副教授的帮助和支持下,他研制的九种高效工夹具(包括上面提到的四种工夹具和本文介绍的“六工位回转夹具”在内)才被江苏常熟建设机械厂重金购买去投入批量生产。为此,本刊曾十分荣幸地评选温元凯、邹德骏两同志为《机械制造》,1983年度优秀读者(有关事迹见本刊第5期第44页)。邹德骏的革新成果多年得不到推广应用,后在温元凯的帮助下终于转化为生产力的调查报告,二月廿五日在合肥《科技咨询》报上发表后,受到党中央和国务院领导同志的重视。胡耀邦、方毅、胡启立、张劲夫等都作了重要批示,指出:“这种情况很值得深思”。中央领导同志的批示下达后,安徽省领导非常重视,省政府为此专门发出了“反对墨守成规, 大力提倡技术革新,积极应用革新成果的通知”。目前,推广应用技术革新成果的高潮正在安徽掀起。技术革新成果停留在三品(展品,礼品、样品)上得不到推广应用是我国的一个老问题。希望本刊读者认真学习中央领导同志的批示,学习温元凯副教授,做推广科技成果的有心人。希望广大读者和我们共同努力,让群众性的技术革新之花,都能结出四化建设的丰硕之果!
Wen Wen Po announced on the following day on the 2nd of June that the topic entitled “Supporting the Construction of Anhui by Shanghai-based Workers Zou Dejun has made dozens of technical innovations for seven years, and the central leaders have confirmed his innovative spirit” (see photocopy). The article mentions that Zou Dejun “has five articles that reflect the results of innovation published in a national magazine.” In the past four years, Zou Dejun has published four articles in our journal, introducing the advanced fixtures he developed, namely: “Spiral Quick Change Fixtures” in the first issue of 1980; “Push-type spiral attack” in the 7th issue of 1981. Silk Fixtures; 1982 No. 4 “Preparation of Internal and External Round Rolling Tools” and “Small Portable Drilling and Tapping Fixtures” co-signed with Yang Lianfa in the 7th period of 1983. Zou Dejun is a self-taught talented person and has practical experience. He has developed practical tools and fixtures that are practical and most of them have been publicly published in national magazines, but these innovative achievements have not received attention from relevant departments for a long time and have not been promoted and applied. Later he was Associate Professor Wen Yuankai at China University of Science and Technology. With the help and support, the nine kinds of high-efficiency jigs he developed (including the four kinds of fixtures mentioned above and the “six-station rotary jig” introduced in this article) were purchased by Jiangsu Changshu Construction Machinery Factory for heavy investment. For this reason, this publication has been privileged to vote for Wen Yuankai and Zou Dejun as “Machine Manufacturing”, an outstanding reader of the year 1983 (see the 44th page of the 5th issue of this issue). The new achievements were not popularized for many years, and they were finally turned into productivity survey reports with the help of Wen Yuankai. After being published in the “Science and Technology Consultation” newspaper of Hefei on February 25, the leaders of the CPC Central Committee and the State Council attached great importance. Fang Yi, Hu Qili, and Zhang Jinfu made important instructions and pointed out: “This situation is worthy of careful consideration.” After the instructions of the central leadership’s comrades were issued, the leaders of Anhui Province paid great attention to it. The provincial government issued a special “objection to sticking to conventions.” We will vigorously promote technological innovation and actively apply the notification of innovation results.” At present, the climax of the promotion and application of technological innovation achievements is being lifted in Anhui. The result of technological innovation is stuck on Sanpin (exhibits, gifts, samples) and is not popularized. It is an old country in China. It is hoped that the readers of this publication will seriously study the instructions of the leaders of the Central Committee, study Associate Professor Wen Yuankai, and do well in the promotion of scientific and technological achievements, and hope that readers and us will work together to allow the masses of technological innovations to bear the four modernizations.
