【摘 要】我国建筑能耗高于发达国家数倍，其首要表现在建筑保温状况上的差距。为从根本上解决这个问题，建设部今年即将出台强制性规定——《建筑物外墙外保温技术规程》，界时开发商建设商品房时就可以有的放矢、有据可依了。

我国建筑能耗高于发达国家数倍，其首要表现在建筑保温状况上的差距。而对广大消费者来说，这种差距最直接的后果是：暖气怎么烧都不热，夏天空调一刻都不能停，为采暖和制冷付出的电费、热水费居高不下，家庭开支增大。为从根本上解决这个问题，建设部今年即将出台强制性规定——《建筑物外墙外保温技术规程》，界时开发商建设商品房时就可以有的放矢、有据可依了。
