长期以来,公平与效率之间的矛盾关系为多数人所认同,认为要想获得其中一个只能以牺牲另一个为代价。本文从公平与效率的内涵入手,分析了两者对立关系的局限性,指出两者互补关系在更长时期、更广领域内的存在。同时,在公安机关管理社会和内部管理过程中,充分认识到公平与效率的互补关系,对于提高公安机关的执法能力和水平都有着重要的意义。
For a long time, the contradiction between fairness and efficiency has been agreed by the majority, believing that one of them can only be sacrificed at the expense of the other. This article begins with the connotation of fairness and efficiency, analyzes the limitations of the antagonistic relationship between the two and points out the existence of the complementary relationship between the two in a longer period and in a wider area. In the meantime, in the course of managing social and internal management by the public security organs, it is fully recognized that the complementary relationship between fairness and efficiency plays an important role in enhancing the law enforcement ability and level of public security organs.
