1949年底,新中国已经诞生。当时,党和政府正面临着医治战争创伤,克服经济困难,迅速恢复和发展生产的严峻局面。同时,随着大规模战争基本结束,庞大的军队开始整编和精简,全国有200多万解放军官兵需要妥善安置,而另一方面,新中国漫长的边防线又亟待加强和巩固。这一连串关系国计民生的大事,无一不牵动着中央领导的心。毛泽东、刘少奇、朱德、周恩来等审时度势,当机立断,决定组织军队参加农业生产,确保粮食供应。
By the end of 1949, new China was born. At that time, the party and government were facing the severe situation of healing the wounds of the war, overcoming the economic difficulties, and rapidly recovering and developing their production. At the same time, as the large-scale war basically ended, the huge army began to be reorganized and streamlined. More than 2 million PLA officers and men in the country need to be properly resettled. On the other hand, the long borderline of new China is yet to be strengthened and consolidated. This series of major events concerning the national economy and the people’s livelihood all affect the heart of the central leadership. Mao Zedong, Liu Shaoqi, Zhu De and Zhou Enlai scrutinized the situation and decided promptly to organize the army to participate in agricultural production and ensure the supply of grain.
