社会转型使人们的工作价值观发生较大变化:重视自我价值实现、渴望工作安全性、期望获得工作权力、追求工作自主性、看重工作对社会的贡献。根据科层结构政策变迁模型,劳动就业政策的变迁始于人们工作价值观的改变。由此,文章认为未来我国劳动就业政策改革应树立人的全面发展理念,实施数量和质量并重的就业战略,建立灵活安全的劳动就业政策模式,通过利益表达与利益均衡优化政策制定路径,以适应人们变化的工作价值观,避免社会矛盾和冲突。
Social transformation makes great changes in people's work values: emphasis on self-realization of values, longing for work safety, expecting to get work rights, pursuing work autonomy, and valuing the contribution of work to the society. According to the hierarchical structure and policy change model, the change of labor employment policy begins with the change of people's working values. Therefore, the article believes that in the future, the reform of China's employment policy should establish the concept of all-round development of human beings, implement the employment strategy of both quantity and quality, establish a flexible and safe labor employment policy mode, optimize the policy making path through the expression of interests and the balance of interests so as to adapt People change working values and avoid social conflicts and conflicts.
