农工联合体的现状不尽人意。这一点得到了普遍的、一致的承认。所有的人,包括已进行了土地改革的旁观者都很清楚:土地改革不仅没有改善。反而加重了这些年来的萧条局面,引起了经济的逐渐恶化。今天的农业部权威人士证明,农业生产仍呈稳定的衰退趋势,生产潜力在继续缩小,农村人口的社会状况继续恶化。与1990年相比,1994年农产品总量缩小了25％,降到了1962年的水平,如果找不到抑制这种趋势的手段,国家将面临着农工联合体的消灭及由此而产生的各种后果的威胁。这样,寻找国家农业生产大幅度衰退的原因成为全民族的最重要的任务。显然,要想解决这个问题,首先就要找到引起目前这种消极局面的原因。
The current situation of the agricultural and industrial complex is not satisfactory. This point has been universally and consistently acknowledged. Instead, it has aggravated the recession over the past years and caused a gradual deterioration of the economy. Today’s authorities of the Ministry of Agriculture have proven that agricultural production is still showing a steady decline, the potential for production continues to shrink, and the social situation of the rural population continues to deteriorate. Compared with 1990, the total agricultural product was reduced by 25% in 1994 to the level of 1962. If no means can be found to suppress this trend, the country will face the elimination of the agro-industrial complex and the resulting The threat of consequences. In this way, finding the reasons for the country’s large decline in agricultural production has become the nation’s most important task. Obviously, if we want to solve this problem, we must first find the cause of the current negative situation.
