2015年底,武汉铁路局物资系统体制机制改革正式实施,即在路局层面实行物资管理、采购、供应分离。物资段主要负责运维物资计划的收集上报、合同的签订、供应组织、资金结算、结果反馈等。管理、采购、供应的分离,更好地实现了权力制衡,实现了专业化分工和精细化管理。但集中采购的程序化模式对办公用品和杂备品等小额零星物资的保供问题冲击很大。在集中采购环节,如何提高零星物资的供应效率,对保证生产具有十分重要的意义。
