公共图书馆是弱势群体实现教育公平的重要场所。国际图联、联合国教科文组织在2001年8月第67届国际图联大会上正式出版发行的《公共图书馆宣言》中再次指出:“每一个人都有平等享受公共图书馆服务的权利,而不受年龄、种族、性别、宗教信仰、国籍、语言或社会地位的限制。”这一宣言具体而又旗帜鲜明地强调了图书馆的基本精神。本文论述了弱势群体的界定和构成,结合图书馆的职能和自身所具有的优势,就怎样发挥图书馆职能更好地为弱势群体服务提出一些看法。
Public libraries are an important place for disadvantaged groups to realize education fairness. In the Public Library Manifesto, which was formally published and issued at the 67th IFLA Congress in August 2001 by UNESCO, IFLA and UNESCO once again pointed out: “Everyone has the right to equal access to public library services Irrespective of age, race, gender, religious belief, nationality, language or social status. ”This Declaration, in a concrete and clear-cut manner, emphasizes the basic spirit of the library. This article discusses the definition and composition of the disadvantaged groups, combined with the functions of the library and its own advantages, how to play the role of the library to better serve the disadvantaged groups put forward some views.
