本课题系交通部科学技术发展项目。提出了一种新的VTS等级划分的原则和定量计算方法,在部科技司主持下,于1989年6月18日在大连通过了部级鉴定。1 成果简介1.1 建立了“VTS按需要程度排序,按管理程度分级”的数学模型 本项目综合国外经验,根据IMO《船舶交通服务(VTS)指南》和我国沿海十六个主要港口的船舶交通数据和资料,确定了影响VTS需要程度和管理程度的二十六项主要因素,结合专家咨询意见,总结归纳,反复论证,应用模糊数学综合评判方法,建立了“VTS按需要程度排序、按管理程度分级”的数学模型。
