搞好国有大中型企业的问题已经提出多年,至今没有完全解决。1992年底,江苏省预算内企业累计亏损挂帐21.76亿元,亏损面达18.2%。新的会计制度实行后,初步测算,亏损企业将达一半以上。这种状况不改变,发展下去将使国有企业难以在国民经济中保持主导地位。形势迫使我们把这一个老问题放到经济体制转换的新环境中进行再思考,进一步探讨和寻找搞好国有企业,特别是国有大中型企业的思路和对策。 一、国有企业活力不足的深层次原因 1.从大的方面看,国有企业在长期计划经济体制下形成的旧观念、旧管理体制、旧思
The issue of doing well the state-owned large and medium-sized enterprises has been put forward for many years and so far it has not been completely solved. By the end of 1992, the accumulated losses of enterprises within the budget of Jiangsu Province had amounted to 2.176 billion yuan, a loss of 18.2%. After the implementation of the new accounting system, preliminary estimates, loss-making enterprises will reach more than half. This situation will not change and the development will make it difficult for state-owned enterprises to maintain their dominance in the national economy. The situation forces us to rethink this old issue in a new environment of economic restructuring and further explore and find ways and means of improving state-owned enterprises, especially large and medium-sized state-owned enterprises. First, the deep-seated reasons for the insufficient vitality of state-owned enterprises 1. From a large perspective, the old concepts formed by state-owned enterprises under the long-term planned economic system, the old management system,
