相对于快速变化的全球能源市场,中国能源产业体制就像一架陈旧的老爷车,效率和应变能力明显不足,却又难以搭乘。就在华盛顿对中国三大石油公司在其眼皮底下和全球范围收购能源资产大动肝火的时候,外资却频频向中国的民营石油公司抛出了橄榄枝。 2005年12月,成立1年的工商联石油商会已经聚集了300多家民营石油企业会员,连同各省的商会分会会员达到 1000多家企业。而石油商会的会长龚家龙,正带领30多家民营石油企业组成的长联石油公司,试图冲破国内石油行业的最后藩篱。
Compared to the fast-changing global energy market, China’s energy industry system is like an old classic car, obviously lacking in efficiency and adaptability, but difficult to take. At a time when the three major Chinese oil companies in Washington were greatly agitated by the acquisition of energy assets under their eyes and foreign investors, foreign investors frequently cast their olive branches at private oil companies in China. In December 2005, the 1-year oil and gas chamber of commerce of the Federation of Industry and Commerce has brought together more than 300 members of private oil companies and, together with the chambers of commerce in various provinces, have reached more than 1,000 enterprises. The chairman of the oil chamber, Gong Jia-long, is leading more than 30 Changlian oil companies formed by private-owned oil companies in an attempt to break the last barrier of the domestic oil industry.
