对外贸易政策自古以来就以自由贸易和保护贸易两种基本形式交替或并存着，决定一国外贸政策变化的规律性主要有：外贸产品竞争力的强弱、世界性经济发展周期、各国经济不平衡发展规律的作用及生产与市场之间的矛盾等。
