知识产权制度是实行创新驱动发展战略、建设创新型国家的重要制度保证。我国现行的知识产权制度存在着法律体系不完善、多头管理、司法保护体系不完善、知识产权保护意识淡漠以及人才培养滞后等一系列问题。针对这些问题,提出完善知识产权法律法规体系,完善知识产权管理体制及执法机制,完善司法保护体系,培育知识产权文化,加强对新技术、新业态、新模式的知识产权保护以及加强知识产权人才队伍建设等对策建议。
