“华盛顿共识”所隐含的原理可以这样形容 :把发展混同于无限度的经济增长 ;把社会进步的目标简化为“滴答”效应 ;尽可能多地参与国际贸易是发展的基本先决条件 ;政府的角色隶属于市场的角色 ;总之 ,存在着———或据说存在着———天下独一的合理发展模式。本文专门讨论上述要义中的第一条。作者说明了增长的确在发展战略中占据独尊地位 ,评介了种种赞成无限增长的传统观点 ,指出了增长要求无限的增产。如此规模的增长显然不可能长期维持。这就需要重新思考经济增长在长期发展中的位置 ,充分理解来自经济、社会和生态的反无限增长的观点
The principles implied in the Washington Consensus can be described as a mixture of development with an unlimited economic growth, a simplification of the objective of social progress into a “ticking” effect, the fullest participation in international trade as a fundamental precondition for development, and the government The role of the market belongs to the market; in short, there is --- or is said to exist --- the world’s only reasonable development model. This article is devoted to the first of the above definitions. The author shows that growth does indeed dominance in development strategies, reviews the traditional views in favor of unlimited growth, and points to unlimited increases in growth. Obviously, such a large-scale growth can not be maintained in the long run. This requires rethinking the long-term position of economic growth and fully understanding the anti-infinite growth from the economic, social and ecological perspectives
