做好师团干部的交流既是贯彻落实《现役军官法》和《任免条例》的重要环节 ,更是优化领导班子整体结构 ,培养高技术联合作战指挥人才的重要途径。各级要提高思想认识 ,增强做好干部交流工作的责任感 ;完善以任职资格为主要内容的激励机制 ,激发干部交流的内在动力 ;适应时代特点 ,创造干部交流模式 ,提高交流的质量和效能
Doing a good job in the exchange of teachers and cadres not only serves as an important link in implementing the “Law on Active Duty Officers” and “Regulations on Appointment and Dismissal”, but also serves as an important way to optimize the overall structure of the leadership team and train high-tech joint operations commanders. At all levels, we should raise our awareness of ideology and enhance our sense of responsibility to do a good job in the exchange of cadres. We should improve the incentive mechanism with qualification as the main content to stimulate the intrinsic motivation for the exchange of cadres.
