水是中东地区最稀缺的资源 ,是和平的保障 ,亦可能是引发战争的导火索 ,因此水在阿以和平进程中是不能回避的问题。本文考察了自 1 991年“马德里和会”以来有关各方就水资源问题举行的谈判、取得的进展和遗留的问题 ,阐述了一些政治家、学者关于从长远角度解决中东水资源问题的意见 ,并就阿、以水资源争端的性质和前途发表了相关的看法。
Water is the scarcest resource in the Middle East and a guarantee of peace. It may also be a trigger for war. Therefore, water can not be evaded during the Arab-Israeli peace process. This paper examines the negotiations, progress and remaining issues concerning water resources held by all parties concerned since the Madrid Peace Conference in 1991 and elaborates the opinions of some politicians and scholars on how to solve the water resources problem in the Middle East in the long term. , And, on the other, made relevant comments on the nature and future of water disputes.
