党的十五届四中全会通过的《中共中央关于国有企业改革和发展若干重大问题的决定》，在对国有企业改革发展的主要目标、指导方针、政策措施做出部署的同时，特别强调要“加强企业精神文明建设，发展企业文化”，这对于保证国有企业改革发展的顺利进行，具有重要的战略意义。
The Decision of the CPC Central Committee on Major Issues concerning the Reform and Development of State-owned Enterprises, passed by the Fourth Plenary Session of the 15th CPC Central Committee, laid stress on the deployment of state-owned enterprises’ main objectives, guidelines, and policy measures. “Strengthening the construction of enterprise’s spiritual civilization and developing corporate culture” is of great strategic significance for ensuring the smooth progress of the reform and development of state-owned enterprises.
