市场扭曲、技术进步与能源效率:基于省际异质性的政策选择

本文通过引入非动态面板门限回归模型,检验了技术进步在能源市场扭曲影响下对能源效率产生的非线性效应的存在性和作用条件,分析技术进步对能源效率发生作用的经济学意义上的传导机制。本文发现,这个传导机制的作用将改变传统意义上对技术进步与能源效率单纯正向促进关系的认识,从全局角度来讲,这种间接的影响机制具有较强的政策含义。同时,本文根据能源市场扭曲度的波动形态将中国29个省份所处市场扭曲区间的类型划分为发展滞后型、发展波动型、发展成熟型和发展改善型,并对不同扭曲区间的省市提出了针对性的政策建议。 In this paper, we introduce the non-dynamic panel threshold regression model to test the existence and the conditions of the nonlinear effects of energy efficiency in the technological progress under the influence of energy market distortion and to analyze the economic significance of technological progress in energy efficiency mechanism. This paper finds that the role of this transmission mechanism will change the traditional sense of the relationship between technological progress and energy efficiency to promote purely positive promotion, from an overall point of view, this indirect impact mechanism has a strong policy implications. At the same time, according to the fluctuation pattern of energy market distortions, this paper classifies the types of market distortions in 29 provinces in China as lagging development, development volatility, mature development and improvement, and puts forward the suggestions for provinces and cities with different warp intervals Targeted policy recommendations.
