认为现行国有大中型煤炭企业经济增长方式属于外延型、数量型和速度型，表现在单一煤炭生产、以原煤为初级产品、用人多和企业办社会上。提出新的增长方式应是效益型、结构型和内涵型的。为实现增长方式的转变，企业和政府部门要共同努力，做好优化存量资产结构和提高采出率；调整投资方向，优化投资结构；发展高产高效煤炭生产；尽快发展第三产业；促进科技和经济一体化及按照现代企业制度重塑国有大中型企业等６项工作。
It is believed that the current state-owned large and medium-sized coal enterprises’ economic growth modes are episodic, quantitative, and speedy.
