2014年12月25日,国务院国资委批复了国网甘肃省电力公司69家代管县供电企业一次性整体上划,结束了甘肃省农电企业自1998年以来长达16年的代管历史。上划后的69家县供电企业面临着快速适应大电网集团公司规范化、集约化管理的紧要任务,困难与压力可想而知。2015年来,国网甘肃省电力公司党组以战略思维强化顶层设计,以问题为导向将69家新上划县公司一体化管理工作纳入全年重点工作安排部署。他们深入基层查找突出问题和现实困难,精准把脉并制定一体化管理的指导意见和各专业实施方案,全力推动新上划县供电企业的管理方式从落后向先进、从粗放式向精益化管理的转变。本专题分两部分。第一部分是省公司层面对新上划企业一体化管理的思考和研究,文章从管理基础、机构整合、作风建设、队伍稳定四个方面认真分析了新上划县供电企业日常管理中存在的薄弱环节,并提出了相应的解决方法与工作策略。第二部分是这69家新上划县供电企业的代表,我们选取了临洮县、通渭县、漳县等三家县供电企业的领导,邀请他们结合企业发展的实际情况,谈谈对一体化管理的认识和看法。
On December 25, 2014, the State-owned Assets Supervision and Administration Commission of the State Council approved the one-time overall planning of power supply enterprises of 69 substations in Gansu Provincial Power Company and ended the 16-year custodial history of rural power enterprises in Gansu Province since 1998 . The 69 county-level power supply enterprises listed above are faced with the urgent task of quickly adapting to the standardization and intensive management of large power grid group companies. The difficulties and pressures can be imagined. Since 2015, the party group of Gansu Electric Power Company has strengthened the top-level design with strategic thinking and guided by the problems, and integrated the integrated management of 69 newly listed counties into key work arrangements for the year. They went deep into the grass-roots level to find outstanding problems and difficulties in reality, made precise decisions and formulated integrated management guidance and various professional implementation plans, and fully promoted the management of the newly-listed county-level power supply enterprises from backwardness to advancedness and from extensive to lean management change. The topic is divided into two parts. The first part is the thinking and research on the integrated management of the newly appointed enterprises at provincial level. The article carefully analyzes the weakness in the daily management of the power supply enterprises in the newly designated counties from the aspects of management foundation, organization conformity, style construction and team stability. Link, and put forward the corresponding solutions and work strategies. The second part is the representative of the 69 newly-listed county-level power supply enterprises. We selected the leaders of three county-level power supply enterprises in Linqu County, Tongwei County and Zhang County, and invited them to talk about the integration with the actual situation of the enterprise development Management awareness and perception.
