1990年代全国范围内的国企改制大潮,是国有经济结构调整、提高企业核心竞争力的必然要求。从全局来讲,国企的改制,使其摆脱了沉重的历史包袱和体制束缚,释放了其市场活力,但在改制过程中,也出现了国有资产流失、腐败不公、下岗职业安置等诸多棘手的问题。本文作者作为一名普通工人,亲历了一家国营酒厂的改制,见证了改制过程中的种种问题,感同身受下岗工人的遭遇。这家酒厂改制过程中出现的腐败不公、下岗潮等种种问题,也许是一个个案,也许带有某种普遍性。我们希望通过这样的个案,一窥国企改制乃至社会变革中所不得不经历的种种阵痛,前事不忘,后事之师。
In the 1990s, the tide of state-owned enterprise restructuring across the country was a necessary requirement for the readjustment of the state-owned economy and improvement of the core competitiveness of enterprises. In the overall context, the restructuring of state-owned enterprises removed them from the heavy burden of history and system constraints and released their market vitality. However, during the process of restructuring, state-owned assets, unfair corruption and laid-off occupations were also exasperated problem. As an ordinary worker, the writer has witnessed the restructuring of a state-owned winery and witnessed the problems in the process of restructuring and senses of being exposed to laid-off workers. The problems of unfair corruption, laid-off workers and other issues that emerged during the restructuring of the winery may be a case, perhaps with some sort of universality. We hope that through such cases, we will have a glimpse of the pains and failures that have to be experienced in the reform of the state-owned enterprises and even social changes.
