随着理论研究的深入,对整体改革的看法自然会有所不同。北京曾拿出一个教育整体改革的方案,但在讨论中,上上下下都提出了不同看法。有的同志提出,北京在全国影响较大,整体改革不宜大面积实施,局部改革是可以的。另外一种意见是,“整体改革”概念不清,难以界定,不如“综合改革”的提法好。我认为,“综合改革”与“整体改革”二者并不是同一概念,而是相互交叉的概念,不能相互替代,在实际中,“综合改革”也不能全面概括“整体改革”的意思。
With the deepening of theoretical research, the views on the overall reform will naturally be different. Beijing had come up with a plan for education reform as a whole. However, in the discussions, both sides raised different views. Some comrades suggested that Beijing should have a greater impact in the entire country and that the overall reform should not be implemented on a large scale. Partial reform is possible. Another view is that the concept of “overall reform” is unclear and difficult to define. It is not as good as the reference to “comprehensive reform.” In my opinion, the two concepts of “comprehensive reform” and “overall reform” are not the same concept. They are cross-concepts and can not substitute for each other. In practice, the “comprehensive reform” can not comprehensively sum up the meaning of “overall reform.”
