(本刊讯)建设工程(包括住宅工程)，无论是建设方、施工方或监理方，都要对工程建筑质量负责到底。这项与国际模式接执的建设工程“备案制”将在我国实行。上海已在浦东新区率先推行。新实行的“备案制”，与原有工程质量验收制的根本区别在于:政府部门由过去的结果监督，转为甘工程全过程的监督。
