本文评论了国际货币基金组织和世界银行主办的拉丁美洲新自由思想医疗体制改革,分析了非中央化和私有化两项基本措施在该地区履行中的影响,详细叙述了智利和哥伦比亚两国的改革情况,但研究证明改革未能改善公正、效率和服务质量。经专家讨论,认为改革的受益者为跨国集团、咨询公司、以及世界银行全体员工。不成功的事实尽管增多,但认清受益者,可以了解世界银行继续施加压力履行医疗体制改革背后的原因。
This article reviews the reform of the Latin American neo-liberal ideological and medical system sponsored by the International Monetary Fund and the World Bank, and analyzes the effects of the two basic measures of decentralization and privatization in the implementation of the region, and details the Chilean and Colombian countries’ Reforms, but studies have shown that reforms have failed to improve fairness, efficiency, and service quality. After discussion by experts, the beneficiaries of the reform are multinational corporations, consulting firms, and all World Bank staff. Although the number of unsuccessful facts has increased, it is clear to the beneficiaries that the reasons behind the World Bank’s continued pressure to implement the health care system reforms.
