建国以来,我国兴建了大量的水利水电工程,发挥了巨大的经济效益,促进了工农业生产的发展。但在兴建中,水库淹没补偿和移民安置没有得到很好解决,形成目前“水库易建、群众难移”的被动局面,成为我国水利水电建设尤其是大型工程建设中的突出矛盾。水库淹没和移民安置,既关系到水利水电事业的发展,也关系到社会和人民生活的安定;既是个经济问题,也是个重大的社会问题和政治问题。过去我们在移民工作中之所以未处理好,原因是多方面的,但最根本的是对水库淹没和移民安置的性质缺乏正确认识,相当多的同志把水库淹没和移民安置看作水利资源开发利用中的一个障碍。解决水库移民的指导思想只是为了克服障碍,为水利水电工程建设创造条件。我们认为这种看法值得商榷。 Since the founding of New China, a large number of water conservancy and hydropower projects have been built in our country, exerting enormous economic benefits and promoting the development of industrial and agricultural production. It is not only an economic issue but also a major social and political issue. In the past, we did not handle the resettlement work well for many reasons. However, the most fundamental reason is that there is a lack of a proper understanding of the nature of reservoir inundation and resettlement. Considerable comrades regard reservoir inundation and resettlement as the development of water resources An obstacle in use. The solution to the guiding ideology of reservoir resettlement is only to overcome obstacles and create conditions for the construction of water conservancy and hydropower projects. We think this view is debatable.
