为解决目前我国餐厨垃圾处理行业面临的“吃不好”“吃不饱”问题,迫切需要发挥公共财政的职能作用,建立餐厨垃圾处理的长效财政经济对策。文章在对我国餐厨垃圾处理现状和问题剖析的基础上,从理论上分析了财政介入餐厨垃圾处理的原因,阐述了我国餐厨垃圾市场价格的定位以及与公共财政的关系,提出了以餐厨垃圾产生单位为责任主体的“改进式污染者负担原则”收费制度、社会资金的合理吸收、财政资金的适度介入的财政经济对策,为激励型餐厨垃圾管理政策体系的构建奠定基础。
In order to solve the problem of “eating badly” and “not enough food” in China’s food waste treatment industry, it is urgent to give full play to the functions of public finance and establish a long-term financial and economic countermeasure for food waste disposal. Based on the analysis of the current situation and problems of food and kitchen waste disposal in our country, the article analyzes the reasons why food and waste are involved in the food waste treatment in theory, expounds the market price of food and kitchen waste in our country and the relationship with public finance, The principle of burden of improving polluters, the system of charging fees, the reasonable absorption of social funds, and the appropriate financial and economic measures to intervene with financial funds lay the foundation for the construction of incentive food waste management policy system basis.
