改由部队接兵,无疑对提高新兵质量,增强部队战斗力有着积极作用,但也存在着一些不容忽视的问题。因此,接兵方式要进一步完善。要相应减少接兵人员的数量。目前接兵人员与新兵比例普遍达到1:10至1:15。我认为,这一比例以1:30左右为好。因为征兵的大量工作主要靠地方去做,部队主要起配合作用和将新兵顺利带回部队。应充分相信地方兵役机关会尽职尽责做好这项工作。部队派员过多,既程度不同地影响部队工作,又增加经费开支,也加大兵役机关的接待工作量。
Changing troops by troops will undoubtedly play an active role in improving the quality of recruits and enhancing the combat effectiveness of the armed forces. However, there are still some problems that can not be ignored. Therefore, the way to take troops should be further improved. We should correspondingly reduce the number of troops recruited.
