从建设单位角度出发,以工程造价管理为目标,阐述了工程设计是工程造价管理的关键。建设单位应积极参与工程设计,做到技术与经济的密切结合。同时,应认真搞好承包工作,严格合同管理,大力开展项目招投标。工程施工前,应首先建立一套严格的质量管理体系。施工中严格控制现场签证,合理组织材料供应,重点抓好预算外费用的发生、让工程造价控制在批准的限额以内,按价、保质、及时完成工程建设。
From the perspective of construction units, with the goal of project cost management, the key to engineering cost management is explained. The construction unit should actively participate in the engineering design and achieve a close combination of technology and economy. At the same time, we should conscientiously do a good job in contracting, strict contract management, and vigorously carry out project bidding. Before the construction of the project, a strict quality management system should be established first. During the construction, strict control of on-site visas, reasonable organization of material supply, focus on the occurrence of extra-budgetary expenses, control of construction costs within the approved limits, and timely completion of project construction based on price, quality, and quality.
