世界银行、经济合作与发展组织、联合国儿基会的经验表明,只有当一个国家财政性学前教育经费占财政性教育经费的10%、占GDP的1%时,学前教育才能实现可持续发展。而目前,我国学前教育财政性投入占教育经费的比例只有3.3%。因此,建议各级政府在发展普惠性学前教育时,要在整体结构上保障公办园的比例不低于50%,农村地区、贫困地区不低于70%。
The experience of the World Bank, the Organization for Economic Co-operation and Development and UNICEF shows that preschool education can achieve sustainable development only if a country’s financial pre-school funding accounts for 10% of the financial education expenditure, or 1% of GDP. At present, the proportion of financial investment in pre-school education in education accounts for only 3.3%. Therefore, it is recommended that governments at all levels should ensure that the proportion of public parks should be no less than 50% in the overall structure and not less than 70% in rural areas and poor areas when developing inclusive pre-school education.
