1993年4月,“西方七国”决定对俄罗斯援助434亿美元,这是对俄的第二次大的援助行动。西方援俄的主要动因是:对俄罗斯的演变方向施加更大的影响;着眼于俄罗斯的资源和市场。此次的援助数额并不大,而且实施兑现的难度较大;同时,援俄计划的政治色彩较浓,对解决俄罗斯经济危机的作用很有限,而又很可能加剧俄的政治斗争,并可能把叶利钦导向新的误区,过高估计“全民公决”的优势地位,对西方产生更大的依赖和幻想。
In April 1993, the “G-7” decided to aid 43.4 billion U.S. dollars to Russia, which is the second large-scale aid operation to Russia. The main motive for Western aid to Russia is that it exerts a greater influence on Russia’s evolution and focuses on Russia’s resources and markets. At the same time, the plan to aid Russia is of a more political shape, has a limited role in resolving the Russian economic crisis and is likely to aggravate the political struggle in Russia and may bring Yeltsin directed new misunderstandings and overestimated the dominance of the “referendum”, thereby creating greater reliance and illusion on the West.
