食盐专营体制改革从2001年起,2005年、2009年数次引起热议,特别是今年以来,理论界、政府有关部门和媒体的广泛参与,主张废除专营和维持专营的双方甚至在网络上展开口水战,其激烈程度和关注度实属罕见。这种反复讨论争吵的结果,从正面讲是给盐行业引进了市场经济理念,带来了压力和紧迫感。其副作用是造成了严重的市场混乱和几十万盐业职工的思想混乱,尤其是相当一部分盐企采取短期行为,进一步加剧了行业混乱。综合各方面争议观点,大体可以分为三大派:一是主张废除专营;二是主张维护专营;三是过渡派。三派各执其词,大体如下:
Salt monopoly system reform has been hotly debated several times since 2001, 2005 and 2009, especially since the beginning of this year. Broad participation of theorists, relevant government departments and the media has led to the abolition of the franchise and the maintenance of franchise by both parties and even on the Internet Mouth war, the intensity and degree of concern is rare.
