群众文化工作是一个综合性的,以艺术文化的普及与提高为核心内容,业务体系职能主要有辅导(创作)、组织、研究,其中辅导是重心。在当前服务对象和服务内容繁多的情况下,这个基本职能仍是群众文化事业单位独立存在的根本所在。我认为现在群众文化工作普遍存在误区。
