1 水利建设现状汝阳县为暖温带半湿润区大陆性季风气候,这种气候的变异性导致了降水与径流年内集中、年际变化大,产生旱灾和涝灾的综合机率比较高。据统计,在1957~2000年的44年中,先后有30年出现旱灾、7年出现涝灾,旱涝灾害的发生频率占86%。为了克服降水及径流年内、年际变化大与经济、社会发展的矛盾,有效地防御水旱灾害,就必须采取工程措施对地表径流及有限的水资源进行最大可能的调节。新中国成立50年来,该县的水利事业取得了长足进展。截
1 Current Status of Water Conservancy Construction Ruyang County is a continental monsoon climate in the warm temperate semi-humid zone. This variability of climate has led to the concentration of precipitation and runoff during the year, large interannual variation and relatively high comprehensive probability of drought and flood. According to statistics, in the 44 years from 1957 to 2000, there have been 30 years of drought and 7 years of floods. Droughts and floods have taken up 86% of the total.
