关于资料工作,我基本同意方習之同志“紧密结合,分清界限”一文中的看法。现就档案室管理资料的范围,结合个人体会,发表一点不成熟的意见。档案室应当管理一定范围的资料,但不宜过广,应以业务部门分散管理为主。我们单位有档案室无资料室,一九五八年实行了“大收资料,集中管理”的办法,结果问题很多,主要是:使用频繁,承办人老跑档案室,躭误时间,影响工作;资料重份多,数量大,形式大小不一,登记保管有困难,占用精力太大,影响档案业务的基本建设。我们接受了这个教训又改行了由业务部门分散管理的办法。

We accepted this lesson and diverted ourselves from the decentralized management of the business unit.
