“文件中心”在世界范围的广泛建立,为档案管理机构的设置提供了一种新的思路。在我国,是否应设置“文件中心”一直成为档案管理机构改革争论的热点。我们应从“文件中心”的性质、设立目标和作用出发,结合我国档案工作管理体制改革予以借鉴,同时还应积极挖掘我国档案机构改革过程中出现的本土资源并加以利用,进而构建起适合我国档情并能满足我国档案事业需要的档案管理中间层。 “Document Center ” is widely established around the world, providing a new way of thinking for setting up the file management organization. In our country, whether “file center” should be set up or not has always been the focus of debate in archives management organization. We should start with the nature, set-up goals and functions of the “Document Center” and draw lessons from the reform of the file management system in our country. At the same time, we should also actively tap and utilize the local resources appearing in the process of the reform of the file institutions in our country, China’s file and can meet the needs of our archives file management middle layer.
