本文分析了我国企业组织结构存在的缺陷,相应地提出了当前企业组织结构合理化的目标和政策。作者认为,企业组织结构的不合理是制约产业结构乃至整个经济结构合理化的重要因素。因此,目前产业结构调整必须与企业组织结构的调整结合起来。作者认为,企业组织结构政策的核心应包括相互关联的两个方面,一是按照规模经济的要求组织生产和建设,深化企业的专业化分工,推动企业间的横向联合和兼并,促进生产要素的合理流动;二是通过反对行政性垄断和经济垄断,限制过度竞争,建立有效竞争的产业市场秩序。
This article analyzes the flaws in the organizational structure of our country’s enterprises and proposes correspondingly the objectives and policies for the rationalization of the current organizational structure. The author believes that the unreasonable organizational structure is an important factor that restricts the rationalization of the industrial structure and the entire economic structure. Therefore, the current adjustment of the industrial structure must be combined with the adjustment of the organizational structure of the enterprise. The author believes that the core of corporate organizational structure policy should include two aspects that are related to each other. The first is to organize production and construction in accordance with the requirements of economies of scale, deepen the division of specialization among companies, promote horizontal integration and mergers among enterprises, and promote the production factors. Reasonable flow; Second, through opposing administrative monopoly and economic monopoly, restricting excessive competition and establishing an effective competitive industrial market order.
