一个国家,建立严密完善的法律体系固然重要,而广泛地宣传法律,传播法治理念,使每一个公民掌握法律知识,树立法治观念,懂法、守法、用法,促进法治国家的建立更为重要。从1986年开始,党中央、全国人大、国务院决定开展全民普法教育工作,19年来,我国已连续实施了近4个五年普法规划 It is of course important for a country to establish a sound legal system.
