国际能源基础设施项目环境复杂、不确定性高,面临一系列制度压力,组织如何应对东道国的制度压力已成为学术界关注的焦点。本文通过对一个国际天然气管道项目进行案例研究,对比分析该项目中组织策略性应对制度压力的三个事件,识别和描述了妥协、抵制、操纵三种不同应对策略。研究结果表明,东道国的政府意见、法律法规是国际能源基础设施项目面对的重要制度压力,如果制度压力对组织合法性的挑战越大、规制性制度的柔性越小或制度压力发生在项目的中后期,组织越可能采取被动的妥协策略。最后,本研究建立了组织应对国际能源基础设施项目制度压力的策略模型,丰富了国际能源基础设施项目管理的理论。
International energy infrastructure projects are complex and highly uncertain. Facing a series of institutional pressures, how to deal with the institutional pressure of host countries has become the focus of academic circles. In this paper, a case study of an international natural gas pipeline project is carried out to compare and analyze the three events of organizing the strategic pressure of the project in this project and to identify and describe three different coping strategies of compromise, boycott and manipulation. The results show that the government opinions and laws and regulations of host countries are the important institutional pressure that international energy infrastructure projects face. If the pressure of institutional pressure on the legitimacy of the organization is greater, the flexibility of the regulatory system is less or the institutional pressure occurs in the project In the late period, the more likely the organization is to adopt a passive compromise strategy. Finally, this study established a strategic model of how to deal with the pressure of international energy infrastructure projects and enriched the theory of international energy infrastructure project management.
