理解和研究学习型党组织建设有两个基本维度,一是我们党自身发展的维度,它是党一贯重视学习、推进学习的延续;二是组织建设与学习理念、学习方式本身现代化的维度。当前学习型党组织建设在观念认识、制度、方法等方面尚存在种种不足,主要原因是局限于党自身的维度而造成理论视野的狭窄。本文从第二个维度着眼,借鉴现代学习型组织理论,概括了“忠诚、团结与和谐”、“学风与自主学习机制”、“学习、实践和创新”、“组织理性”等学习型党组织的内涵与特征,提炼出“共同目标”、“团队学习”、“心智模式”、“系统思考”等学习型党组织建设的目标要素,并以此为基础进行学习型党组织建设的思路优化和路径选择。
