2013年3月17日,中国铁路总公司正式挂牌成立。由于改革长期滞后,我国铁路公益性运输亏损严重,给铁路市场化改革带来巨大压力。加拿大和美国同属于世界铁路运输先进国家,两国政府为促进国民经济健康发展,对长期严重亏损的铁路公益性运输进行补贴。借鉴两国经验,解决我国铁路的公益性问题必须从国情出发,立法先行,突出并完善政府对铁路公益性运输的补贴政策。
March 17, 2013, China Railway Corporation officially established. Due to the long-term reform lag, the loss of China’s railway public welfare transportation is serious, putting tremendous pressure on the railway market-oriented reform. Canada and the United States belong to the advanced countries in rail transport in the world. In order to promote the healthy development of the national economy, the two governments subsidized the railway public transport with long-term serious losses. Draw lessons from the experience of both countries and solve the public welfare issue of our country’s railway. We must proceed from the national conditions and take the legislative precedence to highlight and improve the government’s subsidy policy on the public good transportation of the railway.
