本文提出以生产要素总投入-产出比的价值工程数学模型衡量技术经济水平、技术进步和技术改造规划目标的实效。介绍了技改规划发展目标体系模型和设计程序,目标分解法,敏感性和可行性分析。应用此法能清楚了解我们水平的现状和差距,能优化资金、物力、劳力的分配,提高发展目标规划设计和编制年度计划的质量水平和可行程度,并促使工业系统和企业依靠科学技术进步走内涵扩大再生产的道路。
This paper proposes the value engineering mathematics model of total input-output ratio of production factors to measure the effectiveness of the technical and economic level, technological progress, and technological transformation planning goals. Introduced the technical development plan development goal system model and design procedure, goal decomposition method, sensitivity and feasibility analysis. Applying this method can clearly understand our current status and gaps, optimize the allocation of capital, material resources, and labor, increase the development goals, plan and design the quality plan and feasibility of the annual plan, and promote industrial systems and enterprises to rely on scientific and technological progress.
