石油是当今世界第一大能源,维护其安全供应已成为各国面临的重要问题。金融海啸既对中国实体经济造成了严重影响,同时也给中国战略石油储备带来了机遇。中国过去没有建立完整的石油储备体系,在国际石油处于低位时无法大量购入,油价上涨时又无法减少进口量,极大地削弱了国民经济的抗风险能力。因此,尽快建立石油储备体系,也是保障中国能源安全的重要步骤。目前我国石油储备体系的建立面临着一些问题,既要求国内政策体制保障,也要基于有效运行的石油市场,并采取外向型、多层次的石油储备战略。
Oil is the largest energy source in the world today and maintaining its safe supply has become an important issue for all countries. The financial tsunami not only has a serious impact on China’s real economy, but also brings opportunities to China’s strategic oil reserve. In the past, China did not establish a complete oil reserve system. When the international oil was in a low position, it could not purchase large amounts of oil. When the oil price rose, it failed to reduce its imports and greatly weakened the anti-risk ability of the national economy. Therefore, setting up a petroleum reserve system as soon as possible is also an important step in safeguarding China’s energy security. At present, the establishment of China’s oil reserve system faces some problems. It not only requires the protection of domestic policies and systems but also depends on the effective operation of the oil market and adopts an outward-oriented and multi-level oil reserve strategy.
