规划技术指标确定后,房产建筑商未按该规划指标进行建设,房产建成并出售给购房者后,建筑商申请对原规划指标进行部分调整,规划行政机关在作出规划调整许可前应进行听证。
After the planning technical index is determined, the real estate builder fails to construct according to the planning index. After the real estate is completed and sold to the buyers, the builder applies for the partial adjustment of the original planning index. The planning administrative agency shall hold a hearing before making the plan adjustment permit.
