From the mid-1940s to the late 1950s, the Cold War had had a profound and far-reaching impact on the building of the United States: a brand new modern state of the United States - the “state of national security” - in “preparing for the overall cold war” “The process is being shaped out. The formation of national security constituted a major departure from the mainstream political tradition in the United States. The birth, expansion and evolution of the national security constituted an important aspect of U.S. state construction and overall political change during the Cold War. It involves not only the reorganization of the federal government organizational system and the foreign policy decision-making process, but also the reconstruction of relations between the state and society. The central institutional and symbol of the national security state is the National Security Council. The continuous changes in its experience reflect the complex symbiotic and interactive relationship between the state security state and the ”imperial presidential power.“ In a broader historical context, the great significance of a state of national security lies in its fact that it constitutes the three basic dimensions of the national reconstruction and long-term national expansion in the United States in the 20th century together with the ”welfare state“ and the ”managed state."
