为强化水利基础产业地位,确保水利建设顺利进行,江苏省走“水利为社会,社会办水利”的路子,推出水利投入新机制。省委、省政府在《关于恢复和发展农村经济的若干意见》中,对多方面、多渠道等集水利建设资金作了7条政策规定: 1、各级财政要增加对水利建设的投入。从1992年开始,省、市县按当年本级可用财力的2～4％安排水利投资。水利投入增长速度应高于财政实际支出增长水平。 2、建立农业重点建设基金。
