在海河流域“上蓄、中疏、下排 ,适当地滞”的防洪方针指导下 ,经 2次大规模治理 ,形成了由水库、河道和蓄滞洪区组成的防洪工程体系。这一体系还不完善 ,完善的重点和难点是解决好蓄滞洪区和河口问题。蓄滞洪区的运用必须处理好流域防洪与蓄滞洪区发展的关系。解决河口问题 ,要加强对泥沙规律和相应工程措施的研究
Under the guidance of the flood control principle of “saving, dispersing, discharging and appropriately lagging” in the Haihe River Basin, after two times of large-scale governance, a flood control engineering system consisting of reservoirs, river courses and flood storage and detention areas has been formed. This system is still not perfect, and the key and difficult issue of improvement is to solve the problems of flood detention areas and estuaries. The use of flood detention areas must handle the relationship between flood control and the development of flood detention areas. To solve estuarine problems, it is necessary to strengthen the research on sediment law and corresponding engineering measures
