日本于1955年加入关贸总协定,为其赶超时期“贸易立国”外向型发展战略提供制度条件,为趋利避害,日本在自由化进程中采取“拖延”策略加强产业政策和贸易政策的配合调整,以产业结构升级带动贸易结构逆转,以适应不断加强的国际竞争。最终,成功使″入关″成为赶超欧美的“登天之梯”。
Japan joined the GATT in 1955 to provide institutional conditions for its outward-looking development strategy of “establishing a nation by establishing a trade” in the period of catching up and for the sake of avoiding disadvantages.
