有干部、职工52人的四川西昌市人民武装部,可以说是全省甚至全国人员最多的县级人武部。而上级给的编制只有29人,严重“超员”。根据上级有关武装部干部年龄限制的规定和武装工作的特点,不少人面临第二次“转业”。部党委把干部、职工的培养、教育、交流、安置摆上议事日程,以提高思想素质、文化素质为基础,以利用下派代职,帮助有关部门工作和参加农村工作队,锻炼干部、职工,熟悉地方工作为手段,以妥善交流、安置、解除后顾之忧为目的,形成了具有本部特色的培养、教育、交流、安置经验。
