The Ministry of Health and Welfare of Japan reported the proportion of health budgets in the past two decades: it accounted for 10.5% of the national economy’s budget in 1960, 19.10% in 1980, 40% of the 1960 health budget was used for social insurance, and 27% was used to maintain the poor. At the lowest level of living, only 16% is used for public health. However, in recent years, the distribution ratio has undergone considerable changes. Social welfare expenditures for the elderly have increased 10 times. The government uses 60% of the health budget for the social security, pensions, and health insurance of the elderly. In addition to the gradual reduction of the cost of the budget for communicable diseases in Japan’s nearly 30 armed forces, the expenditure on other public health projects is gradually increasing.
